Navigation is now available on the EX-L trim level and a rear entertainment system is now included on the Touring model.&lt;br /&gt;Introduction&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;div&gt;&lt;br /&gt;&lt;div&gt;At a glance, the 2011 Honda Pilot would seem to do a fine job as a family hauler. There's plenty of space for kids and cargo, it boasts excellent crash scores and comes with Honda's sterling reputation for reliability. &lt;/div&gt;&lt;br /&gt;&lt;br /&gt;&lt;div&gt;Honda has made a point of giving the Pilot third-row accommodations roomy enough for actual adults to fit back there; if you're looking for a minivan alternative, this one might just work out. Traditional Pilot traits like a well-cushioned ride, a smooth powertrain and optional four-wheel drive are also present and accounted for. This year's sees only minor changes in a couple of feature availabilities -- navigation is now an option on EX-L models and a rear DVD entertainment system is now included on the top-of-the-line Touring trim.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;br /&gt;&lt;div&gt;&lt;strong&gt;&lt;span style="font-size:130%;"&gt;Body Styles, Trim Levels, and Options&lt;br /&gt;&lt;/span&gt;&lt;/strong&gt;The 2011 Honda Pilot is a midsize crossover SUV offered in four trim levels: LX, EX, EX-L and Touring. Each is available with either front- or all-wheel drive. &lt;/div&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;div&gt;The &lt;strong&gt;LX&lt;/strong&gt; comes standard with 17-inch steel wheels, keyless entry, rear privacy glass, a trailer hitch, automatic headlights, a tilt-and-telescoping steering wheel, cruise control, front and rear air-conditioning, 60/40-split second- and third-row seats, and a seven-speaker audio system with an auxiliary audio jack and CD/MP3 player.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;br /&gt;&lt;div&gt;The &lt;strong&gt;EX&lt;/strong&gt; adds 17-inch alloy wheels, foglights, painted body molding, roof rails, heated exterior mirrors, an eight-way power driver seat (with two-way power lumbar), steering-wheel audio controls, tri-zone automatic climate control, an in-dash six-CD changer, and satellite radio. &lt;/div&gt;&lt;br /&gt;&lt;br /&gt;&lt;div&gt;The &lt;strong&gt;EX-L&lt;/strong&gt; upgrades to leather upholstery and steering wheel, heated front seats, power passenger seat, a sunroof, increased sound deadening, and an auto-dimming rearview mirror with integrated back-up camera. Optional on the EX-L is a rear-seat DVD entertainment system and a voice-activated navigation system bundled with Bluetooth, an iPod interface and a 10-speaker premium audio system.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;br /&gt;&lt;div&gt;Both the EX-L's optional features are included on the high-end &lt;strong&gt;Touring&lt;/strong&gt; model, which further adds a power liftgate, tire-pressure indicators, driver memory functions and rear-window sunshades.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;br /&gt;&lt;div&gt;&lt;strong&gt;Powertrains and Performance&lt;/strong&gt;&lt;br /&gt;The 2011 Honda Pilot is motivated by a 3.5-liter V6 that generates 250 horsepower and 253 pound-feet of torque. A five-speed automatic is the only available transmission. Front-wheel drive is standard, but all Pilot models are available with an all-wheel-drive system that automatically apportions power to the rear wheels -- up to 70 percent -- when front slippage occurs. This system also has a driver-selectable "lock" feature that routes maximum torque to the rear wheels at speeds below 19 mph. &lt;/div&gt;&lt;br /&gt;&lt;br /&gt;&lt;div&gt;In performance testing, we clocked a Pilot Touring from zero to 60 mph in 9.7 seconds, Fuel economy is aided by Honda's Variable Cylinder Management (VCM) system, which shuts down half of the V6's cylinders when they're not needed. &lt;/div&gt;&lt;br /&gt;&lt;br /&gt;&lt;div&gt;&lt;strong&gt;&lt;span style="font-size:130%;"&gt;Safety&lt;br /&gt;&lt;/span&gt;&lt;/strong&gt;Standard safety equipment includes stability control, front-seat side airbags and full-length side curtain airbags. Antilock disc brakes are also standard, but they don't do a very good job in panic stops, requiring a very long 149 feet to halt the Pilot from 60 mph. Only vehicles without ABS or heavy-duty trucks tend to match that distance, which is at least 20 feet longer than most competitors.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;br /&gt;&lt;div&gt;In government crash tests, the Pilot performed flawlessly, scoring a perfect five stars in frontal and side-impact testing, and the Insurance Institute for Highway Safety likewise awarded the Pilot its top "Good" rating for both frontal-offset and side-impact crashes.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;strong&gt;&lt;span style="font-size:130%;"&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/div&gt;&lt;div&gt;&lt;strong&gt;&lt;span style="font-size:130%;"&gt;Interior Design and Special Features&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;Mimicking the 2011 Honda Pilot's utilitarian exterior styling, the interior features a rugged and blocky theme. The Pilot keeps stride with the competition with its roomy third-row seats. In a segment where third rows are meant for child-size passengers only, the Honda Pilot is one of the few that can accommodate adults in relative comfort. &lt;/div&gt;&lt;br /&gt;&lt;br /&gt;&lt;div&gt;With the second and third row seats stowed, the 2011 Honda Pilot can hold up to 87 cubic feet of cargo, which is technically less than some rivals, but its boxy shape accepts bulkier items with ease. The 2011 Honda Odyssey is fully redesigned with a fresh look inside and out. It’s wider and lower than the 2005-2010 generation-Odyssey and has a zigzag body line that sets it apart from other minivans. Improved fuel economy and a second-row bench that accommodates three child safety seats are also part of the 2011 Odyssey redesign. &lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;a name="changes" jquery1283008249984="58"&gt;&lt;span style="font-size:130%;color:#000099;"&gt;&lt;strong&gt;2011 Honda Odyssey Changes&lt;/strong&gt;&lt;/span&gt;&lt;/a&gt;&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;strong&gt;Styling:&lt;/strong&gt;&lt;br /&gt;The 2011 Honda Odyssey gets an all-new body that tries mightily to inject some spice into the minivan formula. Like every good minivan ought to be, the 2011 Odyssey is still essentially a big box on wheels. But Honda has created a new shell designed to appeal to people who recognize the utility advantages of a minivan but reject the minivan image. Honda calls these people “hesitaters” and hopes the 2011 Odyssey’s sleek new look makes minivan ownership palatable to them. The windshield pillars are raked rearward to form an aero nose, the wheel arches flair to create a wide stance, and the rear roofline tapers in violation of minivan convention. Honda designers say minivans look most generic when viewed from the side. To set the 2011 Odyssey apart, they kink the line that separates its lower body from the glass “greenhouse.” Occurring just behind the sliding side doors, the kink creates what its designers call a “lightning bolt beltline.” More than just a visual flourish, they say the kink also enlarges the rear side glass and improves outward visibility for passengers in Odyssey’s third-row seat. Honda also says there’s more room inside for third-row passengers, despite the tapered roofline. The 2011 Odyssey’s overall exterior dimensions change little: it gains about an inch in overall length and 1.4 inches in overall width, and loses 1.6 inches of height. Wheelbase remains at 118.1 inches. Wheelbase is the distance between the front and rear axles and key to how much room a vehicle can devote to passenger space. Odyssey’s wheelbase is actually a bit shorter than that of its key competitors, the Sienna, and the Dodge Grand Caravan and its corporate cousin, the Chrysler Town &amp;amp; Country. Full details on trim levels were not released in time for this review, but Honda confirms the 2011 Odyssey lineup will again begin with a base LX model. Returning higher up the line will be the 2011 Honda Odyssey Touring, with the 2011 Honda Odyssey Touring Elite designated the new flagship model.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;&lt;strong&gt;&lt;/strong&gt;&lt;/div&gt;&lt;div&gt;&lt;strong&gt;Mechanical:&lt;/strong&gt; &lt;/div&gt;&lt;div&gt;The 2011 Honda Odyssey will continue with a one engine choice and front-wheel drive. Final specifications were not released in time for this review but the 2011 Odyssey will use the same basic 3.5-liter V-6 that serves well in the outgoing Odyssey and in other Hondas, such as the Pilot SUV. Horsepower will again be around 250 and torque around 245 pound-feet. (Think of torque as the force that you feel when you accelerate and horsepower as the energy that sustains your momentum). However, all versions of the 2011 Odyssey will have Honda’s Variable Cylinder Management (VCM) technology. This saves gas by automatically switching to three or four cylinders in low-demand situations. Previously, only the top to Odyssey models, the EX-L and Touring, got VMC, leaving the entry-level LX version and midline EX model without the fuel-saving feature. The 2011 Odyssey’s sole transmission is likely to be a six-speed automatic, which would replace a less-efficient five-speed automatic. This fourth-generation Odyssey will remain front-wheel drive, leaving the Sienna as the only minivan to offer all-wheel drive. Honda points buyers looking for all-wheel drive and three-row seating to the Pilot SUV.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;&lt;strong&gt;Features:&lt;/strong&gt; &lt;/div&gt;&lt;div&gt;The 2011 Honda Odyssey will offer a host of features new to this minivan, including a 16.2-inch-wide rear video screen, a storage drawer for iPods and cell phones, and a refrigerated dashboard bin. Those were among the 2011 Odyssey details released at the time of this review. Honda confirms the 2011 Odyssey LX will have two second-row bucket seats for seven-passenger capacity. All other 2011 Odyssey models will again seat up to eight, a capacity matched among minivans only by the Sienna. On eight-passenger 2011 Odyssey models, the middle section of the second row is a narrowed jump seat that doubles as a fold-down armrest. The second row’s outboard sections can be adjusted laterally in a “wide-mode” setup that allows this row to accommodate three full-size child safety seats. The outgoing Odyssey’s second-row seat accommodated up to two child seats. On the 2011 Odyssey, the second-row’s middle section can slide forward for better access to your kid from the front row.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The 2011 Odyssey does not adopt an in-the-floor stowage system for its second-row seats. In-floor second-row stowage is a high point of the Chrysler Town &amp;amp; Country and Dodge Grand Caravan. Nor does the 2011 Odyssey copy the Dodge and Chrysler arrangement in which second-row seats swivel to face the third-row seats and form a table-and-chairs arrangement. The 2011 Odyssey’s third-row seat is wider than the outgoing model’s and has more shoulder and leg room. It also gains a fold-down center armrest. The third row in some 2011 Odyssey models has an array of MP3 interfaces and power outlets intended, Honda says, to create an isolated connectivity zone for adolescents. Honda’s third-generation Odyssey (1999-2004) pioneered the space-efficient setup in which a minivan’s third-row seat folds fully into the rear floor. All rivals now have it, and the 2011 Odyssey simplifies the folding process via a single-strap pull system. Rear-cargo-bay sidewall storage bins are new, too. Depending on trim level, the 2011 Odyssey features as many as 15 cupholders, some newly adjustable to accommodate everything from skinny Red Bull cans to fat Big Gulp cups.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;The 2011 Odyssey again offers rear-seat DVD entertainment but is newly available with a ceiling-mounted 16.2-inch widescreen that can display side-by-side images from two separate video sources. A proliferation of dashboard controls was a flaw of the outgoing Odyssey and Honda says the 2011 model’s dashboard has been reorganized and simplified. It says operation of the available voice-activated navigation system is more intuitive, too. Bluetooth cell-phone mating is again available, and USB connectivity for iPods and other digital media finally makes its Odyssey debut. Honda has not said whether the 2011 Odyssey will offer on-board Internet Wi-Fi. The 2011 Odyssey’s revamped dashboard does gain a pull-out “media shelf” for iPods, cell phones, and the like; power outlets are located nearby. Also newly available is “cool box” that folds from the base of dashboard and is powered by Odyssey’s electrically system; it can hold four 20-ounce beverages. To contain your empties, the 2011 Odyssey introduces a “trash ring.” This plastic hoop flips up from the rear of the front center console and forms a frame for a standard plastic shopping bag.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;a name="fueleconomy" jquery1283008249984="60"&gt;&lt;span style="font-size:130%;color:#3333ff;"&gt;&lt;strong&gt;2011 Honda Odyssey Fuel Economy&lt;/strong&gt;&lt;/span&gt;&lt;/a&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;Federal fuel economy ratings for 2011 models were not released in time for this review, but Honda says the 2011 Odyssey will rate 19/28 mpg (city/highway). For comparison, the 2010 Honda Odyssey models equipped with VCM were rated at 17/25 mpg, and the LX model, which lacked VCM, was rated at 16/23.&lt;br /&gt;The 2011 Odyssey’s notable improvement over the 2010 Odyssey’s fuel-economy ratings demonstrates the value of Honda’s Variable Cylinder Management. Town &amp;amp; Country and Grand Caravan are due a major revamp for model-year 2011, gaining revised styling and Chrysler’s promising new Pentastar V-6; it’ll be rated around 280 horsepower. The strength of these minivans will remain a wide spread of price points and features such as the hide-away second-row buckets and table-and-chairs seating. The Chrysler and Dodge minivans haven’t been quite as rewarding to drive as the Odyssey, but have been class leaders in infotainment technology, including on-board Wi-Fi and satellite TV. &lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;a title="2011 Toyota Sienna Review and Prices" href="http://iguida.com/2011-toyota-sienna" jquery1283008249984="66"&gt;&lt;span style="color:#000000;"&gt;&lt;strong&gt;Toyota Sienna&lt;/strong&gt;&lt;/span&gt;&lt;/a&gt;&lt;strong&gt;:&lt;/strong&gt; All-new for 2011 and again Odyssey’s main competition for upmarket import shoppers -- and for high customer-satisfaction scores, too. Both engines use a six-speed automatic transmission, and Sienna returns as the only minivan available with all-wheel drive. For the most part, the answer is that EPA testing methods have changed.&lt;br /&gt;&lt;br /&gt;In 2006, the EPA realized that the earlier tests used to calculate fuel economy figures didn't accurately correlate with average drivers' driving styles or fuel economy experiences. For example, the tests assumed an average speed of 48 mph, with the air conditioners turned off—conditions that the EPA realized did not adequately represent typical use. As a result, the EPA decided to adjust the test methodology. These adjustments resulted in slightly lower (by 10%-20%) EPA fuel economy numbers.&lt;br /&gt;&lt;br /&gt;Many would argue that the new EPA numbers are easily beaten with efficient driving habits. Owners of the original Insight, for example, regularly achieved higher fuel economy numbers by driving conservatively.&lt;br /&gt;&lt;br /&gt;The bottom line is: EPA fuel economy ratings essentially provide information useful for an apples-to apples comparison between similar vehicles, but ultimately your driving habits and vehicle maintenance practices—as well as other factors—will greatly influence the fuel economy numbers you actually achieve. No other vehicle offers the type of versatility and space for kids and the copious amount of stuff that invariably comes along with them. The 2011 Honda Odyssey is a completely redesigned entry among this dwindling number of minivans, replacing a model that was widely considered to be the best in its class for a decade. In other words, it has some very big shoes to fill.&lt;br /&gt;&lt;br /&gt;The 2011 Odyssey is an inch-plus shorter in height than before, but has gained an inch-plus in width, creating a slightly sleeker appearance aided by a wedge-shaped front fascia and unique "lightning-bolt" character line. Some, like the Odyssey's flip-and-fold third-row seat became an industry standard, while others, like the last Odyssey's middle-row Lazy Susan storage bin have been quickly forgotten. This time around, the Odyssey introduces a small refrigerated storage compartment beneath the center stack controls, a trash bag holder, second-row seats that shift laterally to make room for child seats and a wide-screen entertainment system with an HDMI input. The new Odyssey also improves upon previously introduced features, like a simplified process for lowering the third-row seat and an enlarged second-row removable middle seat.&lt;br /&gt;&lt;br /&gt;Honda has not yet released full details about the 2011 Odyssey's powertrain, but we do know it will continue to only be available with front-wheel drive and a 3.5-liter V6. Honda's cylinder deactivation system is now standard on every Odyssey and fuel economy is estimated to be 19 mpg city and 28 mpg highway. But Clinton resident Heather Boyte is turning the tables there.&lt;br /&gt;&lt;div&gt;&lt;br /&gt;Boyte, who on May 30 celebrated her 23rd birthday, is teaming with sister Tiffany, 20, to transform her party into an opportunity for gift-giving to the Children's Miracle Network and Special Olympics.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;br /&gt;During the event, from 2-4 p.m. Sunday at Bob Boyte Honda in Brandon, "Heather has asked that people come to her party for cake, ice cream and karaoke," said mom Tandy Boyte.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;But the girls want those taking part to make a donation to either Special Olympics or the Children's Miracle Network in lieu of gifts.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;Heather Boyte said she planned her party as a fundraiser because she wants to give back to her community.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;br /&gt;"Instead of getting presents, I want to say thanks and to see if I can get things for these organizations, too," Heather Boyte said.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;br /&gt;"I did Special Olympics when I was little, and that's what motivated me to do this."&lt;br /&gt;As a grade-schooler, Heather Boyte excelled in Special Olympics sports including swimming, bocce, bowling and skating. Today, she's a Special Olympics ambassador, attending organization events and speaking publicly about its purpose.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;br /&gt;A veteran pageant and Miss Mississippi participant, Tiffany Boyte is the reigning Miss New South. Clinton residents often see her and dad Bob on television commercials for Bob Boyte Honda in which they together yell: "Deal!"&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;br /&gt;Her pageant platform for several years has been raising awareness about the Special Olympics and encouraging donations to help support its programs.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;br /&gt;"And, even before I was involved with Miss Mississippi, Heather and I both sang for a benefit for the Children's Miracle Network," said Tiffany Boyte, an Ole Miss student and talented vocalist. "We have learned more about CMN and volunteered for it. Heather really loves the idea of helping people."&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;br /&gt;The Children's Miracle Network is a national nonprofit dedicated to saving and improving the lives of children by raising funds for children's hospitals. The Blair E. Batson Children's Hospital at the University of Mississippi Medical Center is a member of the network.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;br /&gt;Tandy Boyte said she and husband Bob took Heather to Dream Cakes on Lakeland Drive in Flowood to pick out a 1960s-themed cake for her party.&lt;br /&gt;&lt;br /&gt;"Heather told them what she was doing for her birthday, and she asked how much the cake would cost," Tandy Boyte said. "The lady said she would be right back. She came back and said they are donating the cake because they were so touched by Heather's heart.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;br /&gt;"Bob and I teared up."&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;br /&gt;Heather, too, was overwhelmed.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;br /&gt;"I was so happy," she said. "It's a two-layer cake - vanilla on the top layer and chocolate on the bottom - and it's going to be covered in fondant."&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;br /&gt;She's hoping for a big turnout Sunday and lots of support for Special Olympics and the Children's Miracle Network.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;br /&gt;The girls "want to come back and do this again next year," Tandy Boyte said.&lt;br /&gt;"They want to make it really big one day."&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;br /&gt;Clinton sisters Heather (left) and Tiffany Boyte will celebrate Heather's birthday Sunday by hosting a party at Bob Boyte Honda. Power and Associates has named the 2007 Honda CR-V, Fit and Ridgeline as the "most-dependable" vehicles in their respective segments in its 2010 Vehicle Dependability Study℠ (VDS).&lt;br /&gt;&lt;br /&gt;The study, which measures problems experienced by original owners of three-year-old vehicles (2007 model year), includes 198 different problem symptoms across all areas of the vehicle. Overall dependability is determined by the level of problems experienced per 100 vehicles (PP100), with a lower score reflecting higher quality. The industry average for all vehicles in the 2010 VDS survey measured 155 PP100.&lt;br /&gt;&lt;br /&gt;The CR-V compact multi-activity vehicle received an overall score of 113 PP100. The Fit subcompact received an overall score of 137 PP100, and the Ridgeline midsize pickup received an overall score of 109 PP100. The Honda Accord was also among the top three models in the midsize car segment with a score of 103 PP100.&lt;br /&gt;&lt;br /&gt;J.D. Power and Associates also measures initial quality of new vehicles. Last year the CR-V and the Honda Ridgeline pickup ranked highest in their respective segments in the company's 2009 Initial Quality Study℠ (IQS). "It's the first hybrid designed to maximize style and fun, in addition to efficiency and economy." Set to go on sale late summer in the U.S., the CR-Z is powered by a 1.5-liter i-VTEC engine with Honda's compact and lightweight Integrated Motor Assist (IMA) hybrid-electric system. The two-passenger CR-Z introduces a new three-mode drive system that allows the driver to select between Sport, Econ (Economy) and Normal driving modes.&lt;br /&gt;&lt;br /&gt;The exterior's distinctive "one-motion" wedge form originates from its low-slung hood to form a broad forward stance. A side profile with a deeply inset beltline conveys a dynamic tension, while the short wheelbase and large, wide front grille accents the vehicle's athletic presence.&lt;br /&gt;The futuristically styled interior offers a high-tech appearance and ergonomically intuitive controls. Instrument panel meters illuminate with a three-dimensional, vibrant blue color theme resulting in a multi-layered appearance. Set against a motif of textured black materials and aluminum-style trim accents, the upper portion of the dashboard extends toward the driver to provide a wrap-around cockpit environment. The passenger zone offers an open, comfortable space. Premium sport-oriented cloth seats are designed to provide excellent lateral support along with everyday driving comfort. A mid-ship console behind the front seats optimizes cargo space. A hard-shell separator can be closed to create additional hidden storage. The two trim levels include the well-equipped CR-Z and the feature-rich CR-Z EX. A six-speed manual transmission is standard equipment and a Continuously Variable Transmission (CVT) is available. Standard features on the CR-Z include Vehicle Stability Assist, an AM/FM/CD/USB audio system with six speakers, automatic climate control, power windows and door locks, remote entry, cruise control, and more. The CR-Z EX adds, High-Intensity Discharge (HID) Headlights with Auto-On/Off, fog lights, a 360-Watt AM/FM/CD premium audio system with seven speakers including subwoofer, Bluetooth® HandsFreeLink®, perforated leather-wrapped steering wheel, and more. The CR-Z EX is available with the Honda Satellite-Linked Navigation System1 with voice recognition.&lt;br /&gt;&lt;br /&gt;The CR-Z represents the sixth unique version of Honda's original IMA technology since the launch of the 2000 Insight, the first hybrid vehicle available in North America in December 1999. The foundation of the CR-Z's hybrid powertrain is a 4-cylinder, 16-valve, single overhead cam engine with "intelligent" Variable Valve Timing and Lift Electronic Control (i-VTEC) that receives additional power from the IMA system's DC brushless electric motor. The i-VTEC system controls the opening and closing of one intake valve per cylinder to enhance combustion at low RPMs. The 10-kilowatt electric motor assists in acceleration and also acts as a generator during braking or coasting to capture kinetic energy that recharges the 100-volt IMA nickel-metal hydride battery pack. The gasoline engine can automatically turn off during vehicle stops to improve efficiency.&lt;br /&gt;&lt;br /&gt;The system delivers a combined peak output of 122 horsepower2 at 6,000 rpm and 128 lb-ft. of torque2 at 1,000 to 1,500 rpm (123 lb-ft on CVT-equipped models). Preliminary fuel economy estimates are anticipated to result in a rating of 36 city/38 highway miles per gallon3 on CVT-equipped models. Manual transmission models are anticipated to achieve an EPA-estimated fuel economy rating of 31 city/37 highway miles per gallon3. The CR-Z is rated as an Advanced Technology Partial Zero Emissions Vehicle (AT-PZEV) in states that adhere to California Air Resource Board (CARB) ZEV standards (EPA Tier 2, Bin 2 in all states). The standard six-speed manual transmission is engineered for optimal acceleration performance in gears one through five and for optimal fuel economy in sixth gear. When starting on steep inclines from a stop, hill start assist temporarily prevents the vehicle from rolling backwards during the moment between releasing the brake, depressing the throttle and releasing the clutch (for a duration of approximately 1.5 seconds). The available CVT provides the convenience of an automatic transmission with a seamless transition between minimum and maximum ratios, while also keeping the engine within an optimal RPM range for overall efficiency. To increase the performance potential of the CVT, paddle shifters located on the steering wheel allow the driver to manually simulate the stepped holding pattern. In Sport mode, the paddle shifters will hold and maintain a selected ratio. The CR-Z's three-mode drive system allows the driver to select between individual modes of performance for Sport, Normal and Economy driving styles. The system is activated via three backlit buttons to the left of the steering wheel. The Sport mode enhances multiple vehicle systems for performance including the engine throttle responsiveness, electric power steering effort and the electric motor power assist. The inner ring of the tachometer illuminates red when the vehicle is in Sport mode. During Econ mode operation, the engine's responsiveness is tuned for optimal economy, the electric motor assist gives priority to fuel efficiency and the air conditioning system can reduce its overall load on the engine. The inner ring of the tachometer transitions between blue and green when the vehicle is in Econ mode, with the green representing more ecological driving. Normal mode provides standard settings for steering, engine response, motor assist and air conditioning. Similar to Econ mode, the tachometer ring transitions between blue and green when the vehicle is in normal mode, with the green representing more ecological driving. Like the Honda Insight, the CR-Z offers an Eco Guide and Eco scoring feature to help drivers track progress of efficient driving styles. The front MacPherson strut suspension and rear H-shaped torsion beam suspension settings are tuned to provide a sporty, solid and dynamic driving experience. All models are equipped with 16x6-inch aluminum wheels with 195/55 R16 86V tires. Accessory 17x7 alloy wheels with 205/45R17 84V tires with are available. The standard anti-lock braking system (ABS) with electronic brake distribution (EBD) uses ventilated front discs and solid rear discs. The low vehicle height and placement of the battery and other hybrid components beneath the rear cargo area further contribute to a low center of gravity, which is key to the new CR-Z's responsive, sporty handling. Electric power-assisted rack-and-pinion steering enhances steering performance and improves efficiency. In addition to being environmentally responsible, the CR-Z demonstrates a commitment to safety in its design and construction. Short Title- This title may be cited as the `Consumer&lt;br /&gt;Assistance to Recycle and Save Act of 2009'.&lt;br /&gt;Sec. 1302. Consumer Assistance to Recycle and Save Program- (a)&lt;br /&gt;Establishment- There is established in the National Highway Traffic&lt;br /&gt;Safety Administration a voluntary program to be known as the&lt;br /&gt;`Consumer Assistance to Recycle and Save Program' through which&lt;br /&gt;the Secretary, in accordance with this section and the regulations&lt;br /&gt;promulgated under subsection (d), shall--&lt;br /&gt;(1) authorize the issuance of an electronic voucher, subject to&lt;br /&gt;the specifications set forth in subsection (c), to offset the&lt;br /&gt;purchase price or lease price for a qualifying lease of a new fuel&lt;br /&gt;efficient automobile upon the surrender of an eligible trade-in&lt;br /&gt;vehicle to a dealer participating in the Program;&lt;br /&gt;(2) register dealers for participation in the Program and require&lt;br /&gt;that all registered dealers--&lt;br /&gt;(A) accept vouchers as provided in this section as partial&lt;br /&gt;payment or down payment for the purchase or qualifying&lt;br /&gt;lease of any new fuel efficient automobile offered for sale&lt;br /&gt;or lease by that dealer; and&lt;br /&gt;(B) in accordance with subsection (c)(2), to transfer each&lt;br /&gt;eligible trade-in vehicle surrendered to the dealer under&lt;br /&gt;the Program to an entity for disposal;&lt;br /&gt;(3) in consultation with the Secretary of the Treasury, make&lt;br /&gt;electronic payments to dealers for eligible transactions by such&lt;br /&gt;dealers, in accordance with the regulations issued under&lt;br /&gt;subsection (d); and&lt;br /&gt;(4) in consultation with the Secretary of the Treasury and the&lt;br /&gt;Inspector General of the Department of Transportation,&lt;br /&gt;establish and provide for the enforcement of measures to&lt;br /&gt;prevent and penalize fraud under the program.&lt;br /&gt;(b) Qualifications for and Value of Vouchers- A voucher issued under&lt;br /&gt;the Program shall have a value that may be applied to offset the&lt;br /&gt;purchase price or lease price for a qualifying lease of a new fuel&lt;br /&gt;efficient automobile as follows:&lt;br /&gt;(1) $3,500 VALUE- The voucher may be used to offset the&lt;br /&gt;purchase price or lease price of the new fuel efficient automobile&lt;br /&gt;by $3,500 if--&lt;br /&gt;(A) the new fuel efficient automobile is a passenger&lt;br /&gt;automobile and the combined fuel economy value of such&lt;br /&gt;automobile is at least 4 miles per gallon higher than the&lt;br /&gt;combined fuel economy value of the eligible trade-in&lt;br /&gt;vehicle;&lt;br /&gt;(B) the new fuel efficient automobile is a category 1 truck&lt;br /&gt;and the combined fuel economy value of such truck is at&lt;br /&gt;least 2 miles per gallon higher than the combined fuel&lt;br /&gt;economy value of the eligible trade-in vehicle;&lt;br /&gt;(C) the new fuel efficient automobile is a category 2 truck&lt;br /&gt;that has a combined fuel economy value of at least 15&lt;br /&gt;miles per gallon and--&lt;br /&gt;(i) the eligible trade-in vehicle is a category 2 truck&lt;br /&gt;and the combined fuel economy value of the new&lt;br /&gt;fuel efficient automobile is at least 1 mile per gallon&lt;br /&gt;higher than the combined fuel economy value of&lt;br /&gt;the eligible trade-in vehicle; or&lt;br /&gt;(ii) the eligible trade-in vehicle is a category 3&lt;br /&gt;truck of model year 2001 or earlier; or&lt;br /&gt;(D) the new fuel efficient automobile is a category 3 truck&lt;br /&gt;and the eligible trade-in vehicle is a category 3 truck of&lt;br /&gt;model year of 2001 or earlier and is of similar size or&lt;br /&gt;larger than the new fuel efficient automobile as&lt;br /&gt;determined in a manner prescribed by the Secretary.&lt;br /&gt;(2) $4,500 VALUE- The voucher may be used to offset the&lt;br /&gt;purchase price or lease price of the new fuel efficient automobile&lt;br /&gt;by $4,500 if--&lt;br /&gt;(A) the new fuel efficient automobile is a passenger&lt;br /&gt;automobile and the combined fuel economy value of such&lt;br /&gt;automobile is at least 10 miles per gallon higher than the&lt;br /&gt;combined fuel economy value of the eligible trade-in&lt;br /&gt;vehicle;&lt;br /&gt;(B) the new fuel efficient automobile is a category 1 truck&lt;br /&gt;and the combined fuel economy value of such truck is at&lt;br /&gt;least 5 miles per gallon higher than the combined fuel&lt;br /&gt;economy value of the eligible trade-in vehicle; or&lt;br /&gt;(C) the new fuel efficient automobile is a category 2 truck&lt;br /&gt;that has a combined fuel economy value of at least 15&lt;br /&gt;miles per gallon and the combined fuel economy value of&lt;br /&gt;such truck is at least 2 miles per gallon higher than the&lt;br /&gt;combined fuel economy value of the eligible trade-in&lt;br /&gt;vehicle and the eligible trade-in vehicle is a category 2&lt;br /&gt;truck.&lt;br /&gt;(c) Program Specifications-&lt;br /&gt;(1) LIMITATIONS-&lt;br /&gt;(A) GENERAL PERIOD OF ELIGIBILITY- A voucher issued&lt;br /&gt;under the Program shall be used only in connection with&lt;br /&gt;the purchase or qualifying lease of new fuel efficient&lt;br /&gt;automobiles that occur between July 1, 2009 and&lt;br /&gt;November 1, 2009.&lt;br /&gt;(B) NUMBER OF VOUCHERS PER PERSON AND PER&lt;br /&gt;TRADE-IN VEHICLE- Not more than 1 voucher may be&lt;br /&gt;issued for a single person and not more than 1 voucher&lt;br /&gt;may be issued for the joint registered owners of a single&lt;br /&gt;eligible trade-in vehicle.&lt;br /&gt;(C) NO COMBINATION OF VOUCHERS- Only 1 voucher&lt;br /&gt;issued under the Program may be applied toward the&lt;br /&gt;purchase or qualifying lease of a single new fuel efficient&lt;br /&gt;automobile.&lt;br /&gt;(D) CAP ON FUNDS FOR CATEGORY 3 TRUCKS- Not more&lt;br /&gt;than 7.5 percent of the total funds made available for the&lt;br /&gt;Program shall be used for vouchers for the purchase or&lt;br /&gt;qualifying lease of category 3 trucks.&lt;br /&gt;(E) COMBINATION WITH OTHER INCENTIVES&lt;br /&gt;PERMITTED- The availability or use of a Federal, State, or&lt;br /&gt;local incentive or a State-issued voucher for the purchase&lt;br /&gt;or lease of a new fuel efficient automobile shall not limit&lt;br /&gt;the value or issuance of a voucher under the Program to&lt;br /&gt;any person otherwise eligible to receive such a voucher.&lt;br /&gt;(F) NO ADDITIONAL FEES- A dealer participating in the&lt;br /&gt;program may not charge a person purchasing or leasing a&lt;br /&gt;new fuel efficient automobile any additional fees&lt;br /&gt;associated with the use of a voucher under the Program.&lt;br /&gt;(G) NUMBER AND AMOUNT- The total number and value&lt;br /&gt;of vouchers issued under the Program may not exceed&lt;br /&gt;the amounts appropriated for such purpose.&lt;br /&gt;(2) DISPOSITION OF ELIGIBLE TRADE-IN VEHICLES-&lt;br /&gt;(A) IN GENERAL- For each eligible trade-in vehicle&lt;br /&gt;surrendered to a dealer under the Program, the dealer&lt;br /&gt;shall certify to the Secretary, in such manner as the&lt;br /&gt;Secretary shall prescribe by rule, that the dealer--&lt;br /&gt;(i) has not and will not sell, lease, exchange, or&lt;br /&gt;otherwise dispose of the vehicle for use as an&lt;br /&gt;automobile in the United States or in any other&lt;br /&gt;country; and&lt;br /&gt;(ii) will transfer the vehicle (including the engine&lt;br /&gt;block), in such manner as the Secretary prescribes,&lt;br /&gt;to an entity that will ensure that the vehicle--&lt;br /&gt;(I) will be crushed or shredded within such&lt;br /&gt;period and in such manner as the Secretary&lt;br /&gt;prescribes; and&lt;br /&gt;(II) has not been, and will not be, sold,&lt;br /&gt;leased, exchanged, or otherwise disposed of&lt;br /&gt;for use as an automobile in the United States&lt;br /&gt;or in any other country.&lt;br /&gt;(B) SAVINGS PROVISION- Nothing in subparagraph (A)&lt;br /&gt;may be construed to preclude a person who is responsible&lt;br /&gt;for ensuring that the vehicle is crushed or shredded from-&lt;br /&gt;-&lt;br /&gt;(i) selling any parts of the disposed vehicle other&lt;br /&gt;than the engine block and drive train (unless with&lt;br /&gt;respect to the drive train, the transmission, drive&lt;br /&gt;shaft, or rear end are sold as separate parts); or&lt;br /&gt;(ii) retaining the proceeds from such sale.&lt;br /&gt;(C) COORDINATION- The Secretary shall coordinate with&lt;br /&gt;the Attorney General to ensure that the National Motor&lt;br /&gt;Vehicle Title Information System and other publicly&lt;br /&gt;accessible systems are appropriately updated on a timely&lt;br /&gt;basis to reflect the crushing or shredding of vehicles&lt;br /&gt;under this section and appropriate reclassification of the&lt;br /&gt;vehicles' titles. The commercial market shall also have&lt;br /&gt;electronic and commercial access to the vehicle&lt;br /&gt;identification numbers of vehicles that have been&lt;br /&gt;disposed of on a timely basis.&lt;br /&gt;(d) Regulations- Notwithstanding the requirements of section 553 of&lt;br /&gt;title 5, United States Code, the Secretary shall promulgate final&lt;br /&gt;regulations to implement the Program not later than 30 days after the&lt;br /&gt;date of the enactment of this Act. Such regulations shall--&lt;br /&gt;(1) provide for a means of registering dealers for participation in&lt;br /&gt;the Program;&lt;br /&gt;(2) establish procedures for the reimbursement of dealers&lt;br /&gt;participating in the Program to be made through electronic&lt;br /&gt;transfer of funds for the amount of the vouchers as soon as&lt;br /&gt;practicable but no longer than 10 days after the submission of&lt;br /&gt;information supporting the eligible transaction, as deemed&lt;br /&gt;appropriate by the Secretary;&lt;br /&gt;(3) require the dealer to use the voucher in addition to any&lt;br /&gt;other rebate or discount advertised by the dealer or offered by&lt;br /&gt;the manufacturer for the new fuel efficient automobile and&lt;br /&gt;prohibit the dealer from using the voucher to offset any such&lt;br /&gt;other rebate or discount;&lt;br /&gt;(4) require dealers to disclose to the person trading in an&lt;br /&gt;eligible trade-in vehicle the best estimate of the scrappage value&lt;br /&gt;of such vehicle and to permit the dealer to retain $50 of any&lt;br /&gt;amounts paid to the dealer for scrappage of the automobile as&lt;br /&gt;payment for any administrative costs to the dealer associated&lt;br /&gt;with participation in the Program;&lt;br /&gt;(5) consistent with subsection (c)(2), establish requirements&lt;br /&gt;and procedures for the disposal of eligible trade-in vehicles and&lt;br /&gt;provide such information as may be necessary to entities&lt;br /&gt;engaged in such disposal to ensure that such vehicles are&lt;br /&gt;disposed of in accordance with such requirements and&lt;br /&gt;procedures, including--&lt;br /&gt;(A) requirements for the removal and appropriate&lt;br /&gt;disposition of refrigerants, antifreeze, lead products,&lt;br /&gt;mercury switches, and such other toxic or hazardous&lt;br /&gt;vehicle components prior to the crushing or shredding of&lt;br /&gt;an eligible trade-in vehicle, in accordance with rules&lt;br /&gt;established by the Secretary in consultation with the&lt;br /&gt;Administrator of the Environmental Protection Agency,&lt;br /&gt;and in accordance with other applicable Federal or State&lt;br /&gt;requirements;&lt;br /&gt;(B) a mechanism for dealers to certify to the Secretary&lt;br /&gt;that each eligible trade-in vehicle will be transferred to an&lt;br /&gt;entity that will ensure that the vehicle is disposed of, in&lt;br /&gt;accordance with such requirements and procedures, and&lt;br /&gt;to submit the vehicle identification numbers of the&lt;br /&gt;vehicles disposed of and the new fuel efficient automobile&lt;br /&gt;purchased with each voucher;&lt;br /&gt;(C) a mechanism for obtaining such other certifications as&lt;br /&gt;deemed necessary by the Secretary from entities&lt;br /&gt;engaged in vehicle disposal; and&lt;br /&gt;(D) a list of entities to which dealers may transfer eligible&lt;br /&gt;trade-in vehicles for disposal; and&lt;br /&gt;(6) provide for the enforcement of the penalties described in&lt;br /&gt;subsection (e).&lt;br /&gt;(e) Anti-Fraud Provisions-&lt;br /&gt;(1) VIOLATION- It shall be unlawful for any person to violate&lt;br /&gt;any provision under this section or any regulations issued&lt;br /&gt;pursuant to subsection (d) (other than by making a clerical&lt;br /&gt;error).&lt;br /&gt;(2) PENALTIES- Any person who commits a violation described&lt;br /&gt;in paragraph (1) shall be liable to the United States Government&lt;br /&gt;for a civil penalty of not more than $15,000 for each violation.&lt;br /&gt;The Secretary shall have the authority to assess and&lt;br /&gt;compromise such penalties, and shall have the authority to&lt;br /&gt;require from any entity the records and inspections necessary to&lt;br /&gt;enforce this program. In determining the amount of the civil&lt;br /&gt;penalty, the severity of the violation and the intent and history&lt;br /&gt;of the person committing the violation shall be taken into&lt;br /&gt;account.&lt;br /&gt;(f) Information to Consumers and Dealers- Not later than 30 days&lt;br /&gt;after the date of the enactment of this Act, and promptly upon the&lt;br /&gt;update of any relevant information, the Secretary, in consultation with&lt;br /&gt;the Administrator of the Environmental Protection Agency, shall make&lt;br /&gt;available on an Internet website and through other means determined&lt;br /&gt;by the Secretary information about the Program, including--&lt;br /&gt;(1) how to determine if a vehicle is an eligible trade-in vehicle;&lt;br /&gt;(2) how to participate in the Program, including how to&lt;br /&gt;determine participating dealers; and&lt;br /&gt;(3) a comprehensive list, by make and model, of new fuel&lt;br /&gt;efficient automobiles meeting the requirements of the Program.&lt;br /&gt;Once such information is available, the Secretary shall conduct a public&lt;br /&gt;awareness campaign to inform consumers about the Program and&lt;br /&gt;where to obtain additional information.&lt;br /&gt;(g) Record Keeping and Report-&lt;br /&gt;(1) DATABASE- The Secretary shall maintain a database of the&lt;br /&gt;vehicle identification numbers of all new fuel efficient vehicles&lt;br /&gt;purchased or leased and all eligible trade-in vehicles disposed of&lt;br /&gt;under the Program.&lt;br /&gt;(2) REPORT ON EFFICACY OF THE PROGRAM- Not later than 60&lt;br /&gt;days after the termination date described in subsection&lt;br /&gt;(c)(1)(A), the Secretary shall submit a report to the Committee&lt;br /&gt;on Energy and Commerce of the House of Representatives and&lt;br /&gt;the Committee on Commerce, Science, and Transportation of&lt;br /&gt;the Senate describing the efficacy of the Program, including--&lt;br /&gt;(A) a description of Program results, including--&lt;br /&gt;(i) the total number and amount of vouchers issued&lt;br /&gt;for purchase or lease of new fuel efficient&lt;br /&gt;automobiles by manufacturer (including aggregate&lt;br /&gt;information concerning the make, model, model&lt;br /&gt;year) and category of automobile;&lt;br /&gt;(ii) aggregate information regarding the make,&lt;br /&gt;model, model year, and manufacturing location of&lt;br /&gt;vehicles traded in under the Program; and&lt;br /&gt;(iii) the location of sale or lease;&lt;br /&gt;(B) an estimate of the overall increase in fuel efficiency in&lt;br /&gt;terms of miles per gallon, total annual oil savings, and&lt;br /&gt;total annual greenhouse gas reductions, as a result of the&lt;br /&gt;Program; and&lt;br /&gt;(C) an estimate of the overall economic and employment&lt;br /&gt;effects of the Program.&lt;br /&gt;(h) Exclusion of Vouchers From Income-&lt;br /&gt;(1) FOR PURPOSES OF ALL FEDERAL AND STATE PROGRAMS- A&lt;br /&gt;voucher issued under this program or any payment made for&lt;br /&gt;such a voucher pursuant to subsection (a)(3) shall not be&lt;br /&gt;regarded as income and shall not be regarded as a resource for&lt;br /&gt;the month of receipt of the voucher and the following 12&lt;br /&gt;months, for purposes of determining the eligibility of the&lt;br /&gt;recipient of the voucher (or the recipient's spouse or other&lt;br /&gt;family or household members) for benefits or assistance, or the&lt;br /&gt;amount or extent of benefits or assistance, under any Federal or&lt;br /&gt;State program.&lt;br /&gt;(2) FOR PURPOSES OF TAXATION- A voucher issued under the&lt;br /&gt;program or any payment made for such a voucher pursuant to&lt;br /&gt;subsection (a)(3) shall not be considered as gross income of the&lt;br /&gt;purchaser of a vehicle for purposes of the Internal Revenue&lt;br /&gt;Code of 1986.&lt;br /&gt;(i) Definitions- As used in this section--&lt;br /&gt;(1) the term `passenger automobile' means a passenger&lt;br /&gt;automobile, as defined in section 32901(a)(18) of title 49,&lt;br /&gt;United States Code, that has a combined fuel economy value of&lt;br /&gt;at least 22 miles per gallon;&lt;br /&gt;(2) the term `category 1 truck' means a nonpassenger&lt;br /&gt;automobile, as defined in section 32901(a)(17) of title 49,&lt;br /&gt;United States Code, that has a combined fuel economy value of&lt;br /&gt;at least 18 miles per gallon, except that such term does not&lt;br /&gt;include a category 2 truck;&lt;br /&gt;(3) the term `category 2 truck' means a large van or a large&lt;br /&gt;pickup, as categorized by the Secretary using the method used&lt;br /&gt;by the Environmental Protection Agency and described in the&lt;br /&gt;report entitled `Light-Duty Automotive Technology and Fuel&lt;br /&gt;Economy Trends: 1975 through 2008';&lt;br /&gt;(4) the term `category 3 truck' means a work truck, as defined&lt;br /&gt;in section 32901(a)(19) of title 49, United States Code;&lt;br /&gt;(5) the term `combined fuel economy value' means--&lt;br /&gt;(A) with respect to a new fuel efficient automobile, the&lt;br /&gt;number, expressed in miles per gallon, centered below&lt;br /&gt;the words `Combined Fuel Economy' on the label required&lt;br /&gt;to be affixed or caused to be affixed on a new automobile&lt;br /&gt;pursuant to subpart D of part 600 of title 40, Code of&lt;br /&gt;Federal Regulations;&lt;br /&gt;(B) with respect to an eligible trade-in vehicle, the&lt;br /&gt;equivalent of the number described in subparagraph (A),&lt;br /&gt;and posted under the words `Estimated New EPA MPG'&lt;br /&gt;and above the word `Combined' for vehicles of model&lt;br /&gt;year 1984 through 2007, or posted under the words&lt;br /&gt;`New EPA MPG' and above the word `Combined' for&lt;br /&gt;vehicles of model year 2008 or later on the&lt;br /&gt;fueleconomy.gov website of the Environmental Protection&lt;br /&gt;Agency for the make, model, and year of such vehicle; or&lt;br /&gt;(C) with respect to an eligible trade-in vehicle&lt;br /&gt;manufactured between model years 1978 through 1985,&lt;br /&gt;the equivalent of the number described in subparagraph&lt;br /&gt;(A) as determined by the Secretary (and posted on the&lt;br /&gt;website of the National Highway Traffic Safety&lt;br /&gt;Administration) using data maintained by the&lt;br /&gt;Environmental Protection Agency for the make, model,&lt;br /&gt;and year of such vehicle.&lt;br /&gt;(6) the term `dealer' means a person licensed by a State who&lt;br /&gt;engages in the sale of new automobiles to ultimate purchasers;&lt;br /&gt;(7) the term `eligible trade-in vehicle' means an automobile or&lt;br /&gt;a work truck (as such terms are defined in section 32901(a) of&lt;br /&gt;title 49, United States Code) that, at the time it is presented for&lt;br /&gt;trade-in under this section--&lt;br /&gt;(A) is in drivable condition;&lt;br /&gt;(B) has been continuously insured consistent with the&lt;br /&gt;applicable State law and registered to the same owner for&lt;br /&gt;a period of not less than 1 year immediately prior to such&lt;br /&gt;trade-in;&lt;br /&gt;(C) was manufactured less than 25 years before the date&lt;br /&gt;of the trade-in; and&lt;br /&gt;(D) in the case of an automobile, has a combined fuel&lt;br /&gt;economy value of 18 miles per gallon or less;&lt;br /&gt;(8) the term `new fuel efficient automobile' means an&lt;br /&gt;automobile described in paragraph (1), (2), (3), or (4)--&lt;br /&gt;(A) the equitable or legal title of which has not been&lt;br /&gt;transferred to any person other than the ultimate&lt;br /&gt;purchaser;&lt;br /&gt;(B) that carries a manufacturer's suggested retail price of&lt;br /&gt;$45,000 or less;&lt;br /&gt;(C) that--&lt;br /&gt;(i) in the case of passenger automobiles, category&lt;br /&gt;1 trucks, or category 2 trucks, is certified to&lt;br /&gt;applicable standards under section 86.1811-04 of&lt;br /&gt;title 40, Code of Federal Regulations; or&lt;br /&gt;(ii) in the case of category 3 trucks, is certified to&lt;br /&gt;the applicable vehicle or engine standards under&lt;br /&gt;section 86.1816-08, 86-007-11, or 86.008-10 of&lt;br /&gt;title 40, Code of Federal Regulations; and&lt;br /&gt;(D) that has the combined fuel economy value of at least-&lt;br /&gt;-&lt;br /&gt;(i) 22 miles per gallon for a passenger automobile;&lt;br /&gt;(ii) 18 miles per gallon for a category 1 truck; or&lt;br /&gt;(iii) 15 miles per gallon for a category 2 truck;&lt;br /&gt;(9) the term `Program' means the Consumer Assistance to&lt;br /&gt;Recycle and Save Program established by this section;&lt;br /&gt;(10) the term `qualifying lease' means a lease of an automobile&lt;br /&gt;for a period of not less than 5 years;&lt;br /&gt;(11) the term `scrappage value' means the amount received by&lt;br /&gt;the dealer for a vehicle upon transferring title of such vehicle to&lt;br /&gt;the person responsible for ensuring the dismantling and&lt;br /&gt;destroying of the vehicle;&lt;br /&gt;(12) the term `Secretary' means the Secretary of&lt;br /&gt;Transportation acting through the National Highway Traffic&lt;br /&gt;Safety Administration;&lt;br /&gt;(13) the term `ultimate purchaser' means, with respect to any&lt;br /&gt;new automobile, the first person who in good faith purchases&lt;br /&gt;such automobile for purposes other than resale;&lt;br /&gt;(14) the term `vehicle identification number' means the 17&lt;br /&gt;character number used by the automobile industry to identify&lt;br /&gt;individual automobiles; When it comes down to it, the most economical vehicle choice for your family is quite possibly the one that’s already sitting in your driveway. Unless you’re leasing a car that is due to be returned in the next couple of months, you might save as much or more money by simply keeping the car you own and driving it more economically.  But how, exactly? We’re not going to recommend any “hypermiling” nonsense, but we do know a few tricks—some you also might know, and others you might not. All, however, enable you to boost your personal fuel economy, squeezing more miles per gallon from whatever you drive, be it a Focus or a Phantom. Although gains from some of the tips below might seem minute, successfully enact all of them, and you’ll be nickel-and-diming Exxon for hundreds of bucks a year.&lt;br /&gt;&lt;br /&gt;Tune Up Your Car&lt;br /&gt;&lt;br /&gt;Okay, cars don’t really need “tune-ups” in the traditional mechanical sense any more. But if your “check engine” light is on, it could indicate a serious problem—say, a faulty oxygen sensor or worn spark plugs and wires—that, when fixed, could garner fuel-economy gains upwards of 30 percent, according to the EPA and Department of Energy’s shared Web site: &lt;a title="www.fueleconomy.gov" href="http://www.fueleconomy.gov/"&gt;www.fueleconomy.com&lt;/a&gt;. Be sure to follow your recommended service schedule to keep your car running optimally. Also, if you’re the change-your-own-oil type, the EPA says to be sure you use the right stuff. For example, using 10W-30 motor oil in an engine designed to use 5W-30 can lower your gas mileage by one to two percent.&lt;br /&gt;&lt;br /&gt;Keep Your Tires Properly Inflated&lt;br /&gt;&lt;br /&gt;The Department of Energy estimates that 5 to 15 percent of light-duty fuel consumption is spent overcoming rolling resistance, i.e., the friction between the road and a car’s tires. Lowering your vehicle’s rolling resistance starts with simply ensuring that your tires have enough air pressure. Underinflated tires can lower gas mileage by 0.4 percent for every 1-psi drop in pressure of all four tires.   A typical tire loses 1 psi per month and another with every 10-degree drop in temperature, so if you haven’t checked your tires in a few months, it’s time. Diesel power looks to be a no go.&lt;br /&gt;&lt;br /&gt;Standard Civic&lt;br /&gt;VP and LX-S trims will make an appearance for the first time in 2009. Both these models will carry special value options. The VP will be a step above the DX adding air conditioning and an AM/FM/CD with Aux jack. The LX-S, a step above the LX, will add 16" alloy wheels, deck lid spoiler, leather wrap steering wheel, exhaust finisher, and sport trimmed interior. Look for new colors including Crystal Black Pearl, Polished Metal Metallic and Urban Titanium Metallic. Nighthawk Black, Galaxy Gray and Borrego Beige will be discontinued.&lt;br /&gt;&lt;br /&gt;Civic Si&lt;br /&gt;Some new and exciting colors will be present for the Si as well for 2009. Honda will introduce Crystal Black Pearl, Dyno Blue Pearl, Polished Metal Metallic and Redline Orange Pearl. Nighthawk Black, Fiji Blue, Galaxy Gray, and Habanero Red will be discontinued.&lt;br /&gt;&lt;br /&gt;Hybrid&lt;br /&gt;There is a new variation for both NAVI and non-NAVI trims. We don't know what it is at this time but we are guessing from the model description that it is a leather option. New colors will be Atomic Blue Metallic, Crystal Black Pearl, Polished Metal Metallic, and Spectrum White Pearl. The term "Ride Ready" has been estabolished by Honda to start to explain in short all this vehicle has to offer to those seeking utility and performance.  Changes for the pilot include the introduction of the Touring model.  This model comes standard with Navigation and DVD just like in the Odyssey for 2008.  When thinking about new features to add to the vehicle and changes to make Honda went to the existing Honda Pilot owners and asked them what they would like to see in the new 2009 Honda Pilot.  Some examples of responses they received were;&lt;br /&gt;&lt;br /&gt;More interior space:  Honda took this into consideration and streched the new Pilot 2.9 inches in lenght and added 1 inch to the height and width of the vehicle making it even larger then before.  This additional space greatly increased the room for the 3rd row passangers.  Now you can ride in comfort in the back seat! &lt;br /&gt;&lt;br /&gt;Customers wanted towing with adding a hitch, you asked and you received.  The new 2009 Honda Pilot receives a STANDARD towing package.  The Pilot 4WD can tow 4,500 lbs. and the 2WD can now tow 3,500 lbs. &lt;br /&gt;&lt;br /&gt;More interior features: &lt;br /&gt;&lt;br /&gt;Things like a Back Up Camera to help you see what is behind
